Another one of the few sites out there that offer a downloader, CDonPC has several popular payment options and a large catalog. Like LegalSounds.com, CDonPC has a downloader that simplifies the last bit of downloading an album - getting music tracks is much easier than using a typical web interface. Prices are on par with other sites at $0.13 - $0.15 per track.

Only the second website reviewed so far with a native downloader, the CDonPC download program , "CDonPC Dumper", takes the hassles out of downloading individual tracks and albums. It offers multiple simultanous downloads, custom album naming (so you won't have to rename the downloaded files later on to suit your liking), download scheduling, and traffic throttling. While it doesn't have additional search features like the LegalSounds.com downloader, what it does it seems to do quite well. The downloader is lightweight and extremely easy to use. Although it is a Windows program, it also works on Linux using WINE.

All tracks cost $0.15 if you buy them singly; otherwise, you get a discounted price of $0.13 per track when an entire album is purchased. This means purchasing a full album will get you a 13% discount (not the 15% they claim, however - I suppose they are rounding up). Payments can be made using credit cards, directly onto your mobile phone bill, Webmoney, Yandex, and other lesser known payment methods.

While most popular music looks like it is encoded at high enough bitrates (around 192kbps or greater, or Variable Bit Rate), I was unfortunately able to find some relatively low-quality MP3's at CDonPC. This Stabbing Westward album, for example, is completely encoded at 128kbps. When downloading, make sure you are getting 192kbps or greater (or VBR).

CDonPC also has a bonus program of incrementing percentages depending on how much you fill your balance up with. If you purchase $20 worth of credit, you get $26 (30% bonus); a $100 purchase gets you $160 (60% bonus). Even higher bonuses are offered for larger purchases.
